Lincolnwood ADA Transition Plan
The Village completed its ADA Self-Evaluation and Transition Plan for the Public Right-of-Way, known as Access Lincolnwood. This important initiative evaluated how sidewalks, crosswalks, curb ramps, parking areas, and pathways serve individuals with disabilities and established a roadmap for improving accessibility throughout the community.
The project was funded through a grant from the Chicago Metropolitan Agency for Planning (CMAP), which assisted Lincolnwood and other communities in developing ADA compliance plans.

What Was Completed
ADA Self-Evaluation
The Self-Evaluation phase assessed existing conditions in the public right-of-way to identify barriers that may limit accessibility. The evaluation included:
- Reviewing sidewalks, intersections, and pedestrian routes
- Identifying physical obstacles and policy barriers
- Gathering public input from residents, stakeholders, and community organizations
Common barriers identified during the evaluation included:
- Broken or missing sidewalks
- Intersections without compliant curb ramps or crosswalk markings
- Inaccessible on-street parking areas
These types of barriers can limit access to employment, education, healthcare, transit, parks, and other essential community services.
Transition Plan
Following completion of the Self-Evaluation, the Transition Plan was developed to outline how Lincolnwood will address identified barriers and improve accessibility over time.
The plan includes:
- A prioritized strategy for upgrading sidewalks, curb ramps, and key pedestrian routes
- Focus on routes serving public buildings, parks, schools, and transit
- A multi-year implementation schedule
- Identification of responsible departments and staff
- Required ADA public notice and grievance procedures
The Transition Plan serves as a long-term guide for incorporating accessibility improvements into future infrastructure projects and capital planning efforts.
How to Remain Involved
While the formal planning process has been completed, Lincolnwood’s commitment to accessibility is ongoing. Residents, business owners, and visitors are encouraged to remain engaged as the Village implements improvements over time.
You can remain involved by:
Reviewing the ADA Transition Plan to understand identified priorities and planned improvements.
Reporting accessibility concerns such as damaged sidewalks, missing curb ramps, or other barriers through the Village’s service request system. Please report all issues to Public Works.
Participating in public meetings related to infrastructure, capital improvements, and roadway projects where accessibility upgrades may be included.
Contacting the Village with suggestions or feedback regarding accessibility needs in the community.
Accessibility improvements are incorporated into capital projects and infrastructure planning as funding becomes available. Ongoing community input helps ensure the Village continues to prioritize safe and accessible routes for all users.
